smart meter in dumb mode.

I hope this is the right to place ask. We had smart meters installed some months ago and started having health problems so asked our energy supplier to take them out which they refused. So after many emails they agreed to 'dumb' the meters. I'm not convinced they are dumb, so can anyone on here...
