Yes it is but not far off, to be fair it's actually 10%.
And you also have to consider the 7870 has a PCB designed to run at the higher speeds, the Coolers are generally bigger / better to.
So while a 7850 can overclock the the same clocks, it more often can't, and if it can it's more stress on a lesser PCB and cooler.
The 7850 is a good alternative to the 7870, but it's not the near equal substitute that a lot of people think it is.
I've seen a factory overclocked 7950 for under £220, sadly though it's XFX and I'd be a bit wary of buying from them in case it needed an RMA.
I think I'll tell him to keep an eye out for deals on the 7850 and 7870 (particularly this £150 price for the MSI 7850), but not to pay any more than a £15 premium for the 7870.
