So my new case fans have helped a treat but I noticed despite reporting to be at 60 degrees my 1080ti was very hot to the touch.

I've never fettled with a gfx card, but as I say before it's almost 7 years old and has been in DAILY use for 4k games, photoshop and 4k video editing.

So I guess a bit of maintenance before I can afford the 4090 would help.

Is it like a cpu where the fan shroud can be removed and the thermal paste replaced (if it has any)?

Edit for awful typos

Where did you get the temp for the GPU from? Have you installed MSI Afterburner? If it is hot to touch and 60 degrees, is this under load? If so, that is fairly low. Is it the heatsink you are touching? If so, what do you expect? The heatsink is there to distribute the heat so it will be hot. Also, why are you touching it?

60C will feel pretty toasty to your fingers, as report by NASA says.
NASA's original hot touch temperature limits were based on human testing with heated aluminum
plates. The data showed that pain onset occurred at an aluminum plate temperature of 45°C (113°F)

As someone with a 1080ti who also runs 4k I had a similar issue with my Strix.

I simply applied new thermal paste to the GPU and it was working good as new. It's pretty easy to do a few screws and it just comes apart, there's a small fan cable connection for you to unplug so don't rip it off too fast but other than that it's really easy.
