Are these compatible with motherboards that have the traditional 20+4 pin layout?

Unlikely considering those kinds of connectors are proprietary to whatever computer (or motherboard) is was designed for and I doubt that there would be an adaptor that would convert it back to standard 24 pin ATX as there are only adaptors that convert 24 pin ATX connectors to the proprietary ATX power connector on the motherboard.

It's at least 110% incompatible and no adapters will help to that, because 3.3V and 5V are missing.

There is 5V but indeed 3.3V is missing. Very proprietary combination.

It doesn't have 5V.
5V standby isn't meant to power things similar to actual 5V rail, but just provide power for mobo's ATX power on circuitry/wake up functionality.

Haven't measured it yet but I think it will have 5V
