2900 Pro fan speed issue

Evening All

I've just finished building a PC for a friend and am have used a 2900 PRO with Vista 64. The problem is that on initial boot, i.e POST, the fan on the card is whisper quiet. However about 5-10 seconds after pushing the ON button the fan becomes very loud and noticable.

I can't seem to get Rivatuner or ATI Tools to work. Is this an issue with this card? I can't seem to find anyone else with this issue though, or is the card faulty? So far the I quote "SILENT Heatpipe" on this Sapphire card is anything but silent!

Any other tools I could try, or any other pointers? Cooling is a not a problem, it has been like this since I turned it on for the first time with the case side off!

The fan at idle should be around 30%, you can check this with rivatuner.

Its pretty much silent for me at that speed.

Try it at 100% via Rivatuner and have a laugh ;)
 
It kept saying to run in low level driver mode, but that would not initiate the application either?:confused:
