4870 with zalman cooler (stock) idle temps seem high

I've got a 4870 (don't know the brand) with a zalman cooler fitted (fitted as stock cooler from manufacturer, or at least appears to be) thats idling at around 65c with fan running at 100% in an open sided case. This seems fairly high to me, I'd have thought it should be around the 40c-50c meself, it loads at about 80c-85c though. Does this appear normal or somewhat high?
