5150 Flashing Amber

I have a dell 5150 which my friend gave me and it has a flashing amber light and wont turn on.

I connected 24pin and 4 pin connectors to the PSU tester and I noticed on the 24 pin the -5 didnt light and was wondering if anyone can tell me what this means.

Is it the power pack thats duff?? Or the motherboard, I'm suspecting power pack as I got it working yesterday

Have you used a multi-meter on the -5v terminal?

what is this terminal for? I don't have a multi meter
