£650 Sandy Bridge Gaming Build

I have a friend in the market for buying a PC with a £650 (slightly stretchable, if extra is worth it) but preferably stick to budget.

Would like to use system for serious gaming, just needs tower already has everything else, temps and overclocking are very important to him so would like something fast and cool if possible.

So what would you guys suggest please

Over budget I know. What resolution will he be gaming at. If as you say "serious gaming" may be better with a AMD Phenon II X4 and getting a 6950 and flashing it to a 6970. I think he's going to be stretching it trying to get a Sandy Bridge build with a top end graphics card for £650. Maybe add in a second 6870 next year?
