So checking over my O2 bill yesterday I found I have recieved a text from this number which has charged me £1.50. Im VERY angry, not because of the amount but because I have

a, not signed up to anything
b, not recieved a text from anyone other than people I know.

The recieved premium text apparently came through last Tuesday at 2pm. It never as my phone is connected to my pc in work time and all messages on it get archived onto the hard drive and there no messages from anyone other than friends/gf. A bit of research on google shows its a donation number for the Labour government!!!!! WTF?! How do I go about getting this money back?
 
These are occurring more and more these days. There should be a law preventing these services from operating unless a phone user 'actively' registers for them. I had an 85 year old guy phone customer services last week about premium texts and I explained he'd need to reply with the word 'stop' to the relevant shortcodes to stop them. I had to talk him through how to send a text because he'd never done it before. These people are crooks.
