abit ip35pro, fan voltage below 6v

As above, is there any way to decrease the min voltage on the fan controller below 6v?

I have three 120mm (2000rpm) fans, and at 6v run at 1200rpm and for quietness want them around the 900-1000 range.

Not using the board's headers to control the voltage.
Either a fan controller or quieter fans probably your best options.
