Added 3 case fans and now my GPU runs HOTTER

It's a power saving feature.

When on the web / office / desktop - the gpu uses lower core and shadder clocks (underclocks) this is 2d

when gaming / renders / twin monitors - the gpu is at stock speed - this is 3d

bit like the multi on cpu droping when idle and stock when loaded.
 
Yes just like Intel's Speedstep but with clock/ram/shader speeds rather than ratios.

I don't see why video cards need to be running at full whack just to render two displays, even if they are both playing HD videos as today's mid to high end cards are more than capable but sadly the driver makers see it otherwise and want you to waste energy.

I know for a fact that underclocking my card at idle saves 40W of power which is about 25% of idle power usage for me.
