Advice on what to upgrade

Hi All.

I built a new machine back in 2015, specs are as follows -

Mobo: MAXIMUS VII GENE S1150 Intel Z97 DDR3 mATX
CPU: Core i7 4790k
RAM: 16GB DDR3 2133 Corsair Vengeance
GFX: Gigabyte GTX 970 G1
Monitor: Dell S2716DG Gsync 1440p
Case: Corsair Carbide Air 240

I'm trying to play Battlegrounds @ 1440p but it seems to be chugging at anything over low settings.

What do you think the best upgrade path is? I've not been following the PC hardware buzz since I built this machine so I'm totally out my depth these days :)

Can I get away with replacing the graphics card or is a whole new system more appropriate? The other complication I have is the case, as it stands my 970 only just fits into this case, anything larger wouldn't work.

He is looking at around £800-1000 for the pc tower alone that is if he wants a decent gaming pc, 800-1000 is ideal for that.

Anyways i did a quick list for a build but have not included a dvd drive, hdd-ssd, pc case.

If PSU is 550w then shouldn't need replacing unless is it's bad !

Card size
L=280.35 W=116.45 H=40.24 mm

If coming from 4 core 8 thread that can clock at 4.5gjz, push the 8 core ryzen ..double or nothing , if was i5 then 6 cores 12 threads of 4 cores 4 threads etc

I'd replace the graphics card and see how much that helps. The new card won't go to waste in a new system if it's needed.

Changing everything just to go from DDR3 to DDR4 is crazy
