Hacksaw? Bolt cutters? Gift it with the tag still on, tell the recipient it's a new anti-alcohol abuse device. If you can't figure out how to remove it then you must've had too much to drink already.

nuke it from orbit or if you havent got any going spare a pair of pliers should do the trick .

This. I did it in the past with a bottle of wine whose cork deteriorated.

I was already wasted at that point, but somehow managed to avoid slicing the face off of myself while drinking it! WIN.
