Are you suggesting that any visitors may actually be private individuals, working outside the Government?

its entirely possible? if a civilization is so advanced they can cover the vast distance of space within there own lifetime it must be one pretty advanced race whos to say this technology is only accesable to the goverment of that race

on earth people can travel into space independant of any goverment body aslong as they have the resources

Within reason, the above is true. But consider that "first contact" would be a MASSIVE deal.

No Government in charge of a country or World would allow a private individual to make first contact before the Government. And if they did they would ask the private individuals to abide by a set of laws.

It is entirely possible that there may be a set of rogue Aliens who may not abide by those rules, but the chances of this low. The chances of being visited by official Government funded representatives are higher than being visited by rogue private organisations.

first contact might be a massive deal to us but it could be something an alien race has done many times already.

explorers could have set off in search of new worlds on expeditions much like what happened on earth, they could in theory do whatever they liked.

i imagine its impossible to police a universe no matter how advanced you are
