Amateur Alert: I am getting my 400D

Good luck with the 400D , ive had mine since 2006 and its good starter kit :)

And Buy the 50mm 1.8 its a lens to have for anything! best £75 to spend on any camera

Will that be good for indoor pics or mainly outdoor?

That would have to be done in post processing on your computer. Do you have image editing software such as Lightroom, Photoshop or even open source (free!) GIMP?

Search online for a selective colour tutorial in which ever program you have access to, but would most commonly be achieved using layer masks and desaturation adjustment I suppose.

I am good with publisher, would it be possible to do it with that or defo need one of the following you mentioned?

Publisher as in Microsoft Publisher? I am pretty sure you could not do it with this, it's not an image editor.

I reckon you would need a dedicated image editor to do the kind of thing you are wanting. Certainly for the best results any way.
 
Okay cool, will look into it, I thought the camera lenses did that

You can shoot in B&W straight out of the camera but not selective colour. I would never shoot B&W from camera any way to be honest, just do the conversion in processing afterwards. You can easily go from colour to B&W but not B&W to colour.
