Anyone ever claimed off the council for wheel damage?

So, i hit a pothole and its buckled one of my wheels, the wheel still holds pressure but has a big flat spot on the rim that is unrepairable and so a new rim is gonna set me back £135. Just wondering if anyone has claimed from their council for a new wheel, how it went and if you guys have any templates for such things knocking around?
