Well assuming you are setting all your regs correctly (both tank and outlet to 90 - or perhaps tank higher), and your tank is definately full, answer this...
When you start up a tool, and it's OK for a few seconds then dies, could you then wait a little while then repeat that little burst of life, then wait, then repeat again, etc and the pump wont kick in every time because there's still plenty of air in the tank (cos you're not really using much)? If that's how it behaves then the problem could be a semi-blockage in your hose (or it's just too long/small and therefore restrictive). Have you another short hose you can try? How easy is it to blow through your hose?
Or if after every short pathetic burst the pump is kicking back in, that just dont sound possible - like you're consuming a huge amount of air (but not through your tools) as if there's a big leak somewhere.
My money's on a blockage in hose, or even outlet section of compressor perhaps.
