is aol uk (talk talk) clamping down on torrents now aswell as its FUP which seems to happen 24/7 ?

I have forced encryption set and been with "aol uk" for 10 years, however recently i connect to a torrent tracker with say 1200 seeds and 1500 leechers, and instead of the usual 110kb/s im getting 6. all the time. on every torrent. about 30kb/s max (ironically the max download speed of 256kbit)

Im using the same settings, so whats the problem with these slow download speeds.

I left the pc 12 hours today whilst i went to Plymouth to sit my final exams, come back and its dont 22% of 4gb
