Aorus RTX 2080 ti Xtreme fans revving

I recently upgraded from the 1080ti verion of this card to Aorus RTX 2080 ti Xtreme its a great looking card but the fans started to rev with temps in 82 c. Took the card apart and re pasted the the gpu but still the fans over revving but the good news was the temps are down to 75c ( while playing Call Of Duty ). If I run the game windowed in windows 10 no over revving but as soon as I go to full screen the fans rev up. Played around with MSI Afterburner which has helped a little but the problem is still there. Have reduced the GPU mhz by 500 and all is quiet and temps are 72 c - 74 c. Any ideas on what I could do next ?

I had to RMA my Gigabyte 2080ti in February this year due to fan problems (one fan stopping whilst the other two fans revved up to 100%); I gather it is unfortunately a common fault with them.
