Are my ports blocked or something?

I seriously think my ports are blocked. Here are the symptoms:

- www.lloydstsb.com doesn't work for me
- www.qvc.co.uk doesn't work for me
- No teamspeak servers work for me
- MSN doesn't work for me
- webmessenger.msn.com doesn't work for me
- Steam doesn't work for me

Is there a test I can do to comfirm this and ultimately, how can I fix this? I've tried restarting my router, fiddling with it but to no avail.

Ok, so it's not blocked ports, is it most likely a problem with Tiscali?(the reason im not sure is because there should be a load of posts on Tiscali's BB forum full of angry customers and there isn't)
