Yes, they are much quieter than stock coolers and they cool much more effectively. The VGA Silencers also had the very nice feature of pushing the heat straight out of the back of the case, unlike other graphics card coolers, but the new Accelero coolers just push the heat inside the case, like the rest of them.

They're definitely worth it if you don't mind voiding your guarantee. The gain over the stock cooler is significant.

You could also consider Zalman graphics card coolers. The VF900Cu is particularly well regarded. I haven't seen a direct comparison with Arctic Cooling kit.
 
Im not worried about the guarantee because ATI wont be able to tell I've used a different cooler anyway. Just like AMD cant tell you've used a different cooler or overclocked.
 
I would highly recommend the Zalman vf900-cu, Very silent at 5v and excellent cooling or if you dont want to spend as much as £30, I would suggest you get yourself a Arctic Silencer 9800 series cooler.:)
 
I've got an ATI Silencer for my X800XT PE and it's really nice. I can't hear it over the other fans in my system. Plus it's nice that the hot air gets pushed out the back of the case, I noticed a drop in my case temps of a few degrees when I got one. The Zalman VF900-CU is meant to be very nice as well but if I were you I'd go for the Arctic.
