Asus HD 6970 possibly dying - advice please

Without sounding obvious, do you not have another PC to test the card in? Like your own one or something?
This.

If tried out the 6970 on another PC and not problem, then can rule out the problem being graphic card's fault. It might not be a fault at all, but just unluckly his motherboard simply don't like the particular 6970...in the sense of it SHOULD work, but it doesn't.

You'll see further up the thread this has already taken place and the card works without issue.

Also, unlocking the card seems to make it stable (ish) on this computer (stock overclocked), however works fine in another higher spec socket 1155 pc.

Well it is possible for some motherboards to reject certain graphics cards. I'm sure there was a lot of problems with GTX460/470/480 working in certain systems when they were released, so possible similar is happening here.

Does the new motherboard have the latest BIOS version?

Have you tried running memtest to rule out a RAM problem? Try giving the ram a little more voltage and trying again, most blue screen crashes are ram/cpu related.

I don't think it's likely to be a ram problem on both boards and 2 sets of ram, that's got to be like 1% out of 100 surely?

But for two motherboards to not accept the same card? that's also got to be a marginal percentage due to the popularity of the cards surely?

I'll check the bios revision though for sure.

I meant a PC other than his friend's dad, as the card worked there in the first place.

Unfortunately he doesn't have access to another PC to try it in another.

He did initially buy the new PSU for this card, can you check the power output in the bios? To ensure he is indeed getting enough juice and it's not faulty?

Yeah and he could try it in mine if he mailed it to me :P

However I've asked him to have a look at the voltages from the PSU, although obviously you're not going to get a very accurate reading...

in HW monitor his 12v rail is reading as 5v and in PC Wizard it is reading at 4.8v.

Obviously this could very well be the reason for the graphics card to bomb out during load as it's not got the voltages...however any way to 100% check without a digital multimeter?

Cheers.
