Seeing as it's to do with the investment of the Qataris and the CFO is being investigated I'm gambling on it being misrepresenting themselves when going for the investment.

AFAIK it's to do with "fees" paid to middle-eastern businessmen associated with the deal.

Aah, facilitation payments. Where even when they're legal in the country you make them you can still be charged in the UK.
