Best Board/CPU/Cooler for £400~+/-

Got some spare bits about now after upgrades and have a 650W PSU, 3060 GPU, 16GB DDR4 and a HDD doing nothing. Fancy sticking a decent little system together for a family member so need a board and CPU with cooler. Can you spec within range a smuch power as possible. Brand agnostic on this one.
