People think that but it's fine. The hair has been softened by the hot water in the shower. If it's dry, then it can be sore as it does tug it out a bit but otherwise it's no different to shaving with cream. It obviously doesn't shave as close but that's fine for me as I don't like how I look completely cleanly shaven.
oh and lolasim.

You have to use the razors with the little steel protection over the blades.
I do mine once a week and never drawn blood.

I don't use anything when using an electric shaver, not even water. I find the drier my face the better the shave. I don't feel a thing either.
Never leave it more than two days however, if you do it'll feel like it's ripping the hairs out!

same my wife bought me a £100 electric shaver 10years ago and it was crap it just felt like it was plucking the hairs out
i bought £20 hair clippers and they are perfect
Braun Series 7. Don't spend more than 50% RRP, as it's often in the sale - all Braun stuff seems to be.
Best I've ever owned (although if you insist on shaving more than around 3 days stubble, you're likely to get some level of pulling anyway I imagine, so use grade-0 clippers first, or one of those i-stubble or whatever it's called).
Of course, if you want something cheaper, YMMV
