Scythe GT's, still the fans to beat for general rad usage. Get the 1850's and a decent fan controller with enough wattage per channel and use a fan splitter so all the fans on the rad use the same header and will spin at the same rpm. I use a Lamptron FC2, which delivers a whopping 45w per channel.
