Best way to format a second HDD?

SATA0 = Windows XP (currently used OS)
SATA1 = data (an old install of Windows)

I'd like to format SATA1 - is it best to do this using Windows "Disk Management" or is there a preferable method of erasing the drive?

Doing it from Disk managment will work perfecty fine. You could even write the disk with 0's if it contains data that you want to really nuke forever.
 
i know you may not be needing this but there is some pretty decent nuke disks around that make hard drive totally clean. so that easy recovery and similar programs cant recover data from formats.

i have one somewhere that "nukes disks" to the canadian police standard.
