So you are saying because you have an issue with your RAM not working at settings you would like then all the boards must be faulty? really?
As stated in that reply to you there is no SPD setting or even recommended voltage to use when overcloking the RAM over 1600Mhz which is all Samsung have qualified the RAM to (hence why its sold as 1600Mhz RAM and not sold or rated higher)
If you wanted to run your RAM at the speeds you are wanting without issues then you buy RAM rated for and tested to those settings, overclocking and the amount you can achieve by overclocking vary greatly per component, nothing is guaranteed.
Just because you may have seen the same RAM achieve those speeds above 2000Mhz and at low volts doesn't mean you will get the same results, usually when you push something above and beyond its rated operating specs you can expect to need to increase the operating voltage.
