BIOS says 4ghz, Windows says 3.82ghz

My bios and CPU-Z both state 4ghz and I'm running 191*21. Windows and 3Dmark however seem to think I'm running at 3.82ghz. Does anyone know the reason for this?
 
Yeah. Turbo, unsurprisingly.

You're running at (20+1)x191, which cpu-z and the bios will interpret as 4ghz. Windows doesn't really get the +1 bit so ignores it.

The issue is either 1/windows doesn't know what it's looking at or 2/turbo is a mess so errors are inevitable

Which one depends on your point of view. I'm not very fond of turbo at all so vote for both. The entire thing feels too much like being bribed to use speed step, and I have frustrating stability issues when it's enabled. I suggest 200x20 as the best solution.
 
It's probably because of Turbo mode, keep CPUZ open, and then run Prime95 or LinX, and see if it goes up to 4GHz once there is a load on the processor..

I agree with Jon, in that 200x20 is better than using Turbo mode for 4GHz, although, in saying that, I know there have been several guys on here that have found it really difficult to get 200x20 stable, it took me a while to find stable settings for 200x20, but I got there in the end, and my system has been running perfectly for months.

Using Asus P6TD but not exactly sure what you mean about turbo mode. Shall I just change BCLK and multiplyer and see what happens?
 
Turbo Boost Tech, this is what enables the 21x multi, it is probably different on that Asus BIOS though..

You should try and get 200x20 stable instead of 191x21.
 
Thanks for the advice. I've got it running at 200*20 and it's been on prime for an hour and I've made only a couple of voltage tweaks in the bios :). Gonna leave it for a few more hours and see what happens.

Best thing about the new setttings is I can have my memory running at 1600mhz, so thanks!

Any ideas why one of my cores is maxing at 71c and another at 66c with the rest inbetween? is that normal? cheers.
 
One core will be running the OS / application, the others will be dedicated to the application / benchmark etc..

The difference in temps between cores is normal mate, my chip is the same, I have a 6c difference between core 1 and 3.

That's one of the reasons why I prefer using 200x20, as I like to have my RAM runninng at its rated frequency.
