Bluetooth - Laptop to any phones

Hi guys, sorry for the random question

If I bought http://www.overclockers.co.uk/showproduct.php?prodid=NW-062-BE&groupid=46&catid=236&subcat= can I use it to broadcast messages to any in range bluetooth enabled phones?

Would I need additional software?

What OP are you running ?

Windows XP, home if memory serves, though if it's important I'm sure an upgrade would be doable.
