bodybuilding advice.

Im 5.9" and weight is 70KG, My body is small, slim and my arms are thin and with beer belly sticking out. Ive started going to gym 1 month ago, eat less and the belly got a lot smaller since. Now i want a bigger body with big arms and toned belly but i don't want beer belly.


Do i?

1) eat more and do weight lifting, cardio?

2) eat less and do weight lifting, cardio?

I'd personally go for eating no junk food, then eating a balanced diet, but with a bit more cardio to lose the bodyfat, and doing the weight.
