Actually, he is allowed to protest outside Parliament, as his protest began before the law banning protesting there. I don't think anyone would be allowed to commence a new protest outside Parliament without permission.

I'm an electrical engineer, not that it's relevant.
You are allowed to protest around parliament square you just need to tell the police in advance to make sure it's ok. Brian Haw is just annoying. His "protest" has done nothing other than deface parliament square and let him waste a year without contributing to society.
I would say he has contirbuted more than you.
He keeps the debate on the Iraq and Afghan wars going, he makes us remember the 1 million + Iraqi's killed during this war of aggression and also the 1 million during the genocidal sanctions and years of bombing Iraq prior to GWII.
People don't like him because he reminds them of what is being done by our government and armed forces.
I manage to remember all those things constantly without him ruining parliament square everyday actually. I think the papers and news generally have shown effectively that the situations in Afghanistan and Iraq and Darfur are very bad in a more detailed and intelligent way than Mr Haw, and that his sitting on the floor all day has not caused the media coverage to be increased.
People don't like him because he ruins a nice area for locals and tourists alike and doesn't seem to be contributing to anything - not because he reminds them of what is being done by our government.
