Broken mobo?

Just had a call from my Dad. They cleaned the cpu HSF today and then when they started the computer, nothing happned. They've tried another monitor/gfx card but neither worked. When the computer is started, all the fans start and the hard-drive starts up but there's no signal on screen. There are no beebs coming from the mobo. I'm thinking it's a fried mobo due to static but is there any way of telling?

To be honest any of the componet could be fried. Could you try them in different pc?

Did he touch the cpu when cleaning the hsf?

Do a CMOS reset, always a good place to start.
