Brothers computer - Powers on, no output from monitors, no power to kb/mouse

Well, it strikes me immediately as motherboard problems, its one of the ultima builds from OC last christmas, q6600 and an asus mobo iirc, was used on most of their machines, not sure of the exact spec.

What kind of things cause that problem and what are the options he has?

How many sticks of memory have you got? If 2, take one out and try booting. Try the other stick on its own as well. It could be ram, psu or your motherboard. Do your CD/DVD drives open and close? You could also try unplugging your CMOS battery. Try another motherboard as well if you have one. All guesswork i'm afraid. Hope you get it sorted.
