Bumper Removal Problem - Real Rusty Bolt

I wanna take the Rover off the bumper so I can fit all of the front end properly as it's a little scew-wiff.

Now this in itself is an easy job, just a load of screws, nuts and bolts.

All of them come out a doddle except one, it's behind the front numberplate. Rusted right up and I just cannot get any sort of grip on it at all.

Any ideas?

Don't you have a socket set?

Of course I do but the bolt is just so rusty I cannot grip it, I hammered on a smaller socket and the same just happenes again.

I think I will just bend the bumper about like I did before when changing the headlight.

I will give it a go though with some brute force, I dont have a welder.
