Business advertisement letter to potential clients

Bit of a second question here but:

Who should the letter be addressed to? Manager?
As if following up with phone calls, I would like to be sure.
 
I don't think you need the third paragraph. The other thing you can do is, as you're targeting small businesses, make it a bit more personal. Use 'we' instead of third person as that personal touch helps build relationships with smaller clients and you're likely to have quite a personal working relationship with them. What I mean by that is you'll know them by name and they'll know you by name after the first visit.

Follow up with phone calls or a personal visit a week or so later. Most places may well not take any action otherwise.
Definitely do this, personal visit is best and don't be too formal. Have a card or flyer to leave with them, introduce yourself, what you do etc. When I did IT support for a living this was the most successful tactic, even though I hated doing it :p
