Buying Stuff Is Paying Tax?

If someone says they pay their Taxes..

But they dont mean through their income, they mean through buying stuff with the money they aquire, and therefor pay VAT..

would you still say this was classed as being a Tax payer?

Having a bit of an argument with a mate here, he reckons that because he spends his money on stuff, that hes contributing enough in taxes.

Whereas I personally think that tax on your income is a lot more significant.

Im currently unemployed and waiting to start a job next week, but I wouldnt say that i was a tax payer right now.. Although technically I am, I just feel that its more significant if its from earnings.

If he is unemployed and not claiming job seekers allowance etc surely he is contributing rather than taking from the tax system?
 
The argument came about because he said that I was more detrimental to the countries current financial situation than he was, because I have 5k credit card debt.

The banks are in a bad situation and the government has to bail them out..

so my counter point was that Ive paid taxes for 6.5 years on all of my income, and ontop ive paid interest on the amounts ive borrowed*. So if the government needs to bail a bank out, I think ive given them enough of my money anyway :)

Nah he just does a bit of work for money his way, and doesnt declare his earnings at the end of a financial year. So other than spending the money he gains on shopping. He aint paying a tax :)
