Very much doubt it's London. Not exactly a city often featured in impressionist paintings.

check the exif data?
It's Paris, you can tell because of the city architecture - it's long boulevards and the tall townhouses with ornate decorations on the top-floor (mansard roof), and the twin domes in the background are the famous basilica of the sacred heart (sacre-couer in montmartre).
Furthermore montmartre is a famously 'arty' arrondissement of Paris, and the style of the painting is very early Impressionist - which is a style originating in Paris/Netherlands in the mid-19th century.
