Why are people still guessing where it is?

As already mentioned in this thread the painting is Caroline Burnetts "Paris Scene".

As for being more specific within Paris... I don't think anybody knows for sure.

Yes people do know for sure, the only place you're going to see that basilica shaped landmark is in Montmartre. Probably from any number of the long strolling boulevards north of the Sacre-Couer (because south of it is down a large hill, therefore the vantage of the painting would be looking up).
