It does not look like its sealed enough to be for any kind of fluid insertion, or removal.

Is it for feeding something (probe/tablets) another hole/space?

Well B@Th*nG was close enough. Its a speed loading tool for BB's into a magazine, also great for having them spray out all over the floor again.
