My car tax is due for renewal from the 1st September on my S3 (226g/km). So I called the DVLA to ask when the new rates for the recent changes to car tax actually start, thinking that I could get 6 months now and then twelve months at the end of February on the old rate if the new rates didn't kick in until April 09.

But the lady in the DVLA said that the Chancellor had not agreed to a start date yet for the tax changes but it would more than likely be April 09.

Is she right? Has it not yet been 'signed off'?

She is wrong. Buy 6 months now. Then buy 12 months in February.

It does make you wonder why she said such a thing.

6 months it is though for me. 1 gram over 225 but hey...

Who sets the CO2 measurement for this car anyway? Audi or a 3rd party?

Yes she is technically right. But it's a formality; car tax changes are announced in advance but aren't actually enacted until the Chancellor says so.

The government when the car is tested in the type approval process. I believe as part of the process, random cars are picked from dealers once they go on sale to ensure that the manufacturers haven't supplied a "detuned" car to gain a lower emmissions rating. And major discrepency can result in an extremely large fine or removal of type a pproval for that model - effectively meaning they can't sell that car without it going through an SVA test.

i did some online research on my car (2002 S3 rated at 226 g/km) and could not get a definitive answer. I tried Parkers calculator (223) etc.

http://www.smmtco2.co.uk has varied years for my vehicle.

If I select year:
2001 - 2003 it comes out at 222 << this is the one I thought was right year wise
1999 - 2007 is 223
2001 - 2010 is 223
2002 - 2001 (??) 226.

Which one is mine? I have been told that this site is correct - yay or nay?
