Cheapest HTPC Requirements for High Quality 4K Rips?

I'm looking into the option of getting my parents a HTPC style setup that they can use to watch 4K blu ray rips that I'm setting up for them.

I'm a bit out of the loop on the hardware side of things. What sort of CPU and/or GPU do I need to be looking at to reliably play high quality/high bitrate rips?

Interesting, hadn't considered that.

Would it be happy pulling files from external media? Files sizes are 50GB+, not sure on the exact bitrate though, any issues with decoding and playing that?

I haven't had personal experience with one. But I know a lot of people use them as Plex servers so they must be pretty decent. They play pretty much anything AFAIK.
