I don't know if it's poor circulation but being sat at a desk all day gives me stone cold feet, they feel like ice, it's causing quite a bit of discomfort for me.

Are heated insoles much cop or is there something else I could look in to?

Move your feet, stand up, walk to the bog a few times, even run on the spot but don't just sit there like a lemon all day.

I can do, fingers mainly, but at the moment my feet are particularly bad.
Cold hands and feet can be a side effect to things like anaemia. Hows your diet?
However it does have to be a fairly extreme case for this to happen, circulation can be helped with diet and exercise.

Try a different chair. Make sure you sit up straight. But a request in for a foot stool if you feel you need it.

Are they cold when you walk about ? or is it just when you are seated for a long peroid of time ?

If you are concerned go to the doctors and get checked out, my mrs gets cold feet/hands all the time because she has bad circulation.

Assuming your office is heated you should never get "stone-cold" or "icy" feet just by sitting at your desk.
Also assuming that by discomfort you mean any sort of pain, then you should see your GP.
