Contract is up in September. Anything new coming out this year that's worth waiting for? Or do I bite the bullet and get one of the current top 3 (GS3,HOS,HOX)? I can put up with my desire HD for a bit longer if needed. Thanks.

The new nexus devices (apparently 5 of them) if you want stock android/google phone, should be out around November.
If you aren't too fussed about stock android then just get either the GS 3, one S/X.
Going by previous nexus releases, they aren't really ground breaking regarding hardware specs, might bring something different to the tables, but the hardware will be similar to the top 3 phones (GS 3, S, X)

after seeing the supposedly new design, maybe "new" isn't the right word to use............ 
I don't think you'd be unhappy with one of the current top end phones SGS3 pretty much being the best android phone right now,
But as mentioned you've got:
iPhone 5/6
Supposedly 5 Nexus devices, but almost definitely one out before the end of the year
Or maybe the Note 2, if you could live with a huge screen...

Give how the hardware is right now the new nexus should have a nice camera and a decent A15 so I would either recommend that, wp8 or an iPhone. Cant really recommend the S3/oneX as it just isnt stock google and I think google really know what there doing with how the phone is as a package, love the on screen buttons and JB really is amazing.
The iPhone 5 is due in September, and there should be some new Google Nexus phones out, as well as Windows 8 phones (as mentioned already).
If you're happy to wait it's probably wise, but I doubt there would be anything that made you regret getting a Galaxy S III now for example.

You must wait, as mentioned a new generation of phones are inbound with better hardware (importantly the CPU) around a month after your contract ends.
