Controlling which numbers you can call

I want to get my mother a phone but want to restrict the numbers she can call on it - to stop my little sis using it. Is this possible? I'm really only looking at 3 numbers at the most.

You need the "Fixed dialling" option -- check if your phone supports it. You'll need the SIM PIN2 code (note: usually NOT the same as the PIN code).
