550 is not a great size for future proofing, 650 would be far more sensible if you want to push clocks or add additional bits down the line.
Sure it will work but its tight.

As for buying a 9900k, not on your nellie..... far to close to Zen2 release and its not looking good for the boys in blue.

Suppose it depends on the price of the mobos which are rumoured to be OTT.

Some boards are very expensive, there are normal priced ones as well - plus a 470 board will be fine also.

Amazing how negative things like prices seem to get picked up on over the internet and balloon out so they are "fact" yet reality seems to take much longer.

9900K at those clocks is basically 200W max consumption CPU.
And non-reference RTX 2070 is also at least 200W average draw capable card, maxing around 250W.

So instead of brand tax overpriced 7 year warranty mid range model, you should take 10 year warranty 650W PSU.
And especially considering ludicrous Intel pricing 12 year warranty top end model would be fitting.
