Did their marketing really say precisely that?

That smells to me like they're doing it for PR BS instead of actually being concerned with quality.
Big primary capacitor is visible so bad reviewers get fooled by it.
And 5Vsb is running always when PSU is connected to power.
So that often developes first symptoms of failing capacitors and quality capacitors in that is way to get cheap PSU start normally for longer.
