Could brand/model graphic card affect screen quality?

I don't know if this has been discussed before

I have just received Dell 2007WFP monitor today and at default setting, 2007WFP is very bright, I have set it to 10% brightness but the white background is still very bright, I guess thats down to contrast ratio.

Before Dell, I have LG L1915S with contrast & brightness which I have set them to zero!

Not sure if brightness is normal with DVI connection but I suspect it could be my Geforce 3 graphic card? Also it could explains why my L1915S (exchanged a week ago under warranty) is no different to replaced one.

I have posted this in Monitor forum but it could be related to graphic card so I thought I could ask here.
