cpu problem

When i turn the computer on it doesnt boot or beep. I took the hsf off and the cpu was stuck on it :eek: the fan does spin on the cpu cooler (the thermal compound was all dry) so the only thing i can think of is the cpu !! any advice would be great.

specs :

350 watt psu
celeron D 478 (not sure what speed it is)
256mb ram

Side note :

I am fixing this for a friend.
 
Could be one of many things.
I start by clearing the CMOS (yes I have actually had to one fix and that's all it needed)

Then I test the PSU.

If both the above fails, your usually torn between the CPU and the motherboard, providing of course it's all plugged in correctly.

Then remove all the PCI cards etc, and try a different stick of ram just in case.
The more details you can get from the user when it failed always helps.

If you remove the CPU and turn it on, some BIOS beep to say NO CPU, but not all (same with memory)

Many coolers get stuck to CPU's but that aint gonna kill the CPU. Just be carefull how you remove it.
