Crashed my bike on hidden drain, who do I contact?

I was just cycling along then suddenly out of nowhere this bump in the road causes my bike to bounce into the air and I crashed, luckily breaking my fall with my arms. I'm just glad I was on a mountain bike because if it had been a road bike the crash would have damaged me and the bike much more.

I just assumed it was my own fault for crashing but this guy that saw me crash said he used to be a road layer and the drain I had crashed on was well below road level and this was an illegal way to place drains. He told me I should take a picture of the drain and contact the road maintenence authority. Is this the best course of action to take? I want to make sure other people don't have to go through that.
 
Err, you told us he said contact the road maintenence authority.

So to answer your question on who you should contact, I would say them.

Not funny, our roads are terrible, "pot hole" filling need improving, there's about 4 or 5 huge turkey plate sized holes on my route, several inches deep. You can't always avoid them.

Take photos of the potholes, write down the location and contact the council.

We pay (not as a cyclist, but as a motorist) road tax and I EXPECT the roads and pedestrian paths to be up to standard. If they aren't, I either ;

a) expect compensation relevent to any injuries caused and costs incurred
b) my tax back!
